Member States of the World Health Organization agreed to a global process to draft and negotiate a convention, agreement or other international instrument under the WHO Constitution to strengthen pandemic prevention, preparedness and response. The Pandemic Agreement was adopted on 20 May 2025 at the Seventy-eighth World Health Assembly through resolution WHA78.1, which also established an Intergovernmental Working Group to conclude the work on the Pandemic Agreement, so that it may be opened for signature and ratification by WHO Member States.
